It is, this Book is for Codex not the Expedition.

It works. I have this codex task finished on KR servers of the game. It's the same page as linked above.
For all Expedition Codex tasks, which say "Collect a page" you have to collect pages from the Collection section. Some of them are only spawning in the Co-op dungeons, but this one is available in the world dungeon any time.

Weird i got the Title "Stongard Scribe" for collecting all Books and still missing this Quest and also tried to collect it several times
