See the Spawn conditions: "Famous Fishing Location". You can only catch this fish, when a special fishing spot will be spawned in that area. They spawn randomly all over the world and marked with a fish icon on the world map. So be sure to check the world map every hour.

I've never seen famous fishing location spawn in turayne region. have anyone seen? i cannot complete this because of this one fish T.T

Have you got it? Because as you said the fishing spot never apeears in the Ruins of Turayne region.

Famous Fishing Location never appears in the Ruins of Turayne region :'(. I already got it for Purelight Hill.
